AUTOBIOGRAPHY
Miguel Palmer has a Bachelor degree in Chemistry from Florida International University and a Masters in Chemistry from the University of Miami. He worked at the Miami-Dade Police Department Crime Laboratory from 1981 to 2007 when he retired. During this time he attended Florida International University where he obtained his Masters in Business Administration. He performed forensic laboratory analysis from 1981 until 1992 when he was named as the laboratory’s first Quality Manager. He was responsible for the documentation, audits and related functions to make certain that accreditation was maintained. He became a member of ASQ in 1992 and was a Certified Quality Auditor for 10 years. He was also a member of the Florida Sterling Board of Examiners (a Malcolm Baldrige National Quality Award equivalent for the State of Florida) for five years (1996, 1998-2001), serving on three Award teams and one Challenge team.     He has received training in and is a registered ISO 9000 auditor/lead auditor, and a certified ISO 17025 assessor. Mr. Palmer was also an adjunct instructor of business courses at Miami Dade College for several years.
Mr. Palmer being fluent is Spanish, is currently a consultant to the Department of Justice – ICITAP program and assists the forensic laboratories of the four major institutions of Colombia to achieve ISO 17025 international accreditation.    
AREAS OF EXPERTISE
Mr. Palmer has been in the forensic science field since 1981 as a criminalist/analyst and later as a quality professional. The areas of expertise are forensic science, analysis of controlled substances and fire debris, quality management, accreditation, assessments and he is able to provide these services in both English and Spanish. He was also the key individual in the recruiting and personnel selection for the Crime Laboratory for many years, interviewing over 300 candidates for technical and support positions. Mr. Palmer has expertise in teaching several business related courses.
